Wyoming Energy Authority Seeks Proposals for Statewide Oil, Gas, and Helium Study

Study will assess resources, market opportunities and infrastructure needs through 2050; proposals due November 30

The Wyoming Energy Authority (WEA) has issued a request for proposals for a comprehensive study of Wyoming’s oil, natural gas, and helium industries. The study will evaluate the state’s resource supply, domestic and international markets, regulatory requirements and infrastructure needs, identifying opportunities to strengthen production and market access through 2050.

Proposals must be submitted by 5 p.m. Mountain Time on November 30, 2026.

The study will provide analysis and recommendations to help state and federal policymakers make informed decisions about Wyoming’s energy resources. It will examine remaining recoverable reserves, projected production and demand, development timelines, and the potential effects on state and county revenues.

Organized into nine phases, the study will address:

  • Resource supply: Assess Wyoming’s recoverable oil, natural gas and helium reserves by producing basin and develop production forecasts through 2050.
  • Domestic and export markets: Evaluate current and emerging demand, international market opportunities and the most viable markets for Wyoming resources.
  • Regulatory requirements: Identify permitting constraints and recommend improvements to support responsible development.
  • Infrastructure: Examine pipelines, gathering systems, processing and handling facilities, transportation routes and export terminals to identify bottlenecks and potential investments.
  • Operational improvements: Evaluate opportunities involving enhanced oil recovery, workforce development, technology, industry partnerships, produced-water management and other operating challenges.

The final deliverables will include recommendations for each phase, an integrated summary and a prioritized list of regulatory recommendations. The selected contractor will prepare both a public-facing report and a confidential version addressing proprietary financial and industry information.

Work is anticipated to begin in early December 2026, with completion required on or before October 1, 2027.

Proposals must include separate technical and cost documents, as well as the signed Proposal Price Sheet, as specified in the RFP. Submissions should be emailed to Tylynn.Hall@wyo.gov.

Written questions about the solicitation must be emailed to Tylynn Hall, WEA’s Director of Fossil Fuel Development, by 5 p.m. Mountain Time on November 23, 2026.

The complete RFP is available at wyoenergy.org/grants. Interested firms should review both documents for submission requirements, evaluation criteria and project specifications.
