Energy Matching Funds Review Committee
Recommends Eight Projects

The Energy Matching Funds (EMF) review committee met on Tuesday, February 25, to assess proposals that have applied for state funding as cost share. The committee recommended eight proposals to Governor Gordon for review. 

A ten-day public comment period opened on February 26 and will close on Friday, March 7, 2025. 

The Energy Matching Funds are administered by the Wyoming Energy Authority on behalf of Governor Gordon, who will review the projects and any public comment before making a final decision on the awards.

The eight projects recommended are:

  1. Disa Technologies, Inc: Project Liberate: Advancing Commercialization of High-Pressure Slurry Ablation Equipment in Wyoming. Recommended Award: $8,516,625. 
  2. KMX Technologies, Inc: Uranium mine units at Lost Creek Mine. Recommended Award: $543,543.
  3. Meriden Carbon: Steamboat Carbon Storage Hub. Recommended Award: $1,758,704.
  4. Prabhu Energy: OFFGASES (Oil Field Flare Gas Energy Systems). Recommended Award: $2,500,000
  5. Ramaco Resources, Inc: Wyoming CORE (Carbon Ore Rare Earth) Mine Project. Recommended Award: $6,098,969.
  6. UW School of Energy Resources: Great Plains and Interior Highlands CORE-CM: Developing a Nexus of Carbon Ore & Critical Mineral Resources, Technology Innovation and Communities of the Future. Recommended Award: $1,000,000.
  7. UW School of Energy Resources: Assessment, Characterization and Planning for Carbon Ore and Critical Minerals/Materials Resources Utilization in the Rocky Mountain Region. Recommended Award: $500,000.
  8. X Oil Development, LLC: X Oil NGL EOR Pilot. Recommended Award: $2,000,000.

Since 2022, the Wyoming Legislature has appropriated $155 million to the Office of the Governor to provide matching funds for private or federal funding for research, demonstration, pilot projects or commercial deployment projects related to Wyoming energy needs, including, but not limited to, carbon capture utilization and storage, carbon dioxide transportation, industrial carbon capture, coal refinery, and hydrogen production, transportation, storage, hydrogen hub development, biomass, biochar, hydropower, lithium, processing and separation, battery storage or wind and solar energy.
