Public Comment Period Opens for Recommended Large Project Energy Matching Funds

The EMF Review Committee recommended one Large Project EMF to Governor Gordon for review

The Energy Matching Funds (EMF) review committee met on Tuesday, October 7, and Wednesday, October 8, 2025, to review proposals applying for state funding as a cost share. The committee recommended sending one proposal to Governor Gordon for review for a Large Project Energy Matching Fund (LPEMF) grant. A forty-five-day public comment period opens today for the LPEMF and will close on Tuesday, November 25, 2025. 

 

Pursuant to law, the Wyoming Energy Authority shall administer the application process, review grant submissions and opportunities and recommend qualified funding applications for Large Project Energy Matching Funds. The governor shall approve all final awards of funds appropriated.

The Large Project Energy Matching Fund project recommended is:

BWX Technologies, Inc., TRISO Fuel Fabrication Facility in Wyoming, $100,000,000.

 

The Wyoming State Legislature appropriated the Large Project Energy Matching Funds to the Office of the Governor in 2024 in an effort to leverage energy projects that are receiving federal or private funding and are interested in siting projects in Wyoming. Lawmakers appropriated $100 million to support projects of significant scale and impact.

 

No award shall be granted that would obligate the state to any future financial commitment beyond the amount of the initial award. 

 

During the 2024 Legislative Session, the Legislature passed legislation (Enrolled Act 50, House of Representatives, HB 0001, Section 323) determining that “large project” means any qualifying energy project for which the state’s participation is at least fifty million dollars. The state’s contribution can never exceed 50 percent of the total project cost. 

  

The EMF Review Committee reviews formal proposals and votes to recommend them (or not) to Governor Gordon for final approval. Members include the Executive Director of the WEA, a designee from the Governor’s Office, the Director of the Department of Workforce Services, the State Geologist and the CEO of the Wyoming Business Council.
