Public Comment Period Opens for Three Projects Recommended for Energy Matching Funds

The EMF Review Committee recommended three projects to Governor Gordon for review

 

The Energy Matching Funds (EMF) review committee met on Tuesday, October 7 and Wednesday, October 8, 2025, to review proposals applying for state funding as a cost share. The committee recommended that three proposals be sent to Governor Gordon for review. A ten-day public comment period opens today and will close on Saturday, October 18, 2025. 

The Wyoming Energy Authority administers the Energy Matching Funds on behalf of Governor Gordon, who will review the projects and any public comments before making a final decision on the awards. 

Summaries of the projects listed below are available on the Wyoming Energy Authority website. Public comments can be sent to wea@wyo.gov.

The three projects recommended are:

  1. Basin Electric, Dry Fork Station Unit 2 Feed Study. Award Recommendation: $4,000,000.
  2. Contango Resources: Big Horn Pipeline Feasibility Study. Award Recommendation: $343,005.
  3. The University of Wyoming School of Energy Resources, Integrated Test Center Enhancement Funding. Award Recommendation: $5,500,000.

The Wyoming State Legislature appropriated the Energy Matching Funds to the Office of the Governor in 2022 in an effort to leverage energy projects that are receiving federal or private funding and are interested in siting projects in Wyoming. 

The EMF Review Committee reviews formal proposals and votes to recommend them (or not) to Governor Gordon for final approval. Members include the Executive Director of the WEA, a designee from the Governor’s Office, the Director of the Department of Workforce Services, the State Geologist and the CEO of the Wyoming Business Council.
