Industrial Sovereign Zone Application
Created through Enrolled Act No. 34 during the 2026 Wyoming Budget Session, the Industrial Sovereign Zones initiative is designed to encourage the production of value-added manufactured products using Wyoming natural gas. This program provides counties with a new tool to support manufacturing, infrastructure investment, and economic opportunity.
The initiative reflects Wyoming’s continued commitment to capturing more value from its natural resources while supporting responsible development and local decision-making. Public notice and engagement for proposed Industrial Sovereign Zones will occur at the county level as part of the county’s nomination and approval process.
The Industrial Sovereign Zone Application is not a funding or grant program.

Eligibility and Criteria
The program is open to counties looking to nominate an area within their jurisdiction for designation as an Industrial Sovereign Zone. For full Industrial Sovereign Zones guidelines, click the button below.
Applications must include:
- A defined geographic boundary
- Evidence of access to natural gas resources
- Infrastructure information
- Land and mineral ownership documentation
- A certified copy of the county action authorizing the Industrial Sovereign Zone
- Supporting information to help the Wyoming Energy Authority evaluate the area’s suitability

The Industrial Sovereign Zones Application continuously accepts submissions. Once an application is determined to be administratively complete, WEA will then complete a technical review within 45 days and issue a decision to certify, modify or reject the proposed zone. Decisions by the WEA are final and are not subject to appeal.
